Canada Market Entry in 72 Hours: End-to-End Cross-Border Compliance for a Premium Brand

THE SITUATION

A premium outdoor brand had made the decision to enter the Canadian market building a partnership with a major brand. The commercial opportunity was clear and the timeline was fixed - the brand needed to begin shipping to Canadian customers within days, not weeks. No compliance infrastructure existed for Canada on a B2B2C basis. No customs broker relationship. No understanding of the regulatory requirements for importing apparel into the Canadian market. No GST registration. No framework for non-resident importers.

The brand approached us with a simple but demanding brief: get us compliant and operational in Canada as fast as possible without cutting corners. We are due to start trading in days not weeks.

THE CHALLENGE

Entering a new cross-border market involves multiple parallel workstreams that typically take weeks or months to establish. The challenge was compressing this into 72 hours while ensuring every element was legally compliant and operationally sound from day one.

  1. No existing customs broker relationship in Canada

  2. Non-resident importer status not established - required before first shipment

  3. GST registration not in place - mandatory for selling above the de minimis threshold

  4. Product labelling requirements not assessed for Canadian compliance

  5. Duty classification and cost modelling not completed - pricing model at risk

  6. IOR responsibilities not defined

Getting any of these wrong on the first shipment would create customs delays, financial penalties and a poor customer experience in a market the brand was entering for the first time.

OUR APPROACH

We mobilised immediately, working in parallel across all compliance workstreams simultaneously rather than sequentially. The 72-hour framework was structured around three stages of activity.

Stage 1 — Regulatory Assessment (Hours 0–24)

Within the first 24 hours we completed a full assessment of the Canadian regulatory requirements specific to the brand's product range - outdoor clothing and accessories. This covered:

  1. CCPSA obligations for the product categories

  2. Canadian textile labelling requirements - bilingual labelling, fibre content, care instructions, country of origin

  3. HS code classification for the full product range to determine duty rates

  4. De minimis thresholds and GST implications for direct-to-consumer shipments

  5. IOR model options - the brand's options for acting as non-resident importer

Stage 2 — Framework Establishment (Hours 24–48)

With the regulatory picture clear, we moved simultaneously to establish the operational and legal framework required for compliant trading:

  1. Customs broker identified, briefed and onboarded - relationship established and first shipment protocol agreed

  2. Non-resident importer application submitted and process managed

  3. GST registration initiated with CRA

  4. Duty cost model built - full landed cost calculation per product category

  5. IOR responsibilities documented and assigned

  6. Labelling compliance assessment completed - gap analysis and remediation plan provided

Stage 3 — Launch Readiness & Documentation (Hours 48–72)

In the final 24 hours, KAD Consulting produced the complete compliance documentation package and confirmed operational readiness:

  1. Commercial invoice template configured for Canadian customs requirements

  2. Customs broker briefed on product classifications and duty rates

  3. Compliance checklist for ongoing shipments produced and handed over

  4. First shipment reviewed and cleared

  5. Brand confirmed operationally ready and legally compliant for Canadian market

THE RESULTS

The brand launched into Canada on schedule, fully compliant, with zero customs delays on the first shipment. The 72-hour timeline was met across every workstream.

  1. Full Canadian compliance framework established in 72 hours

  2. Customs broker relationship live and operational from day one

  3. Non-resident importer status established

  4. GST registration in process with correct interim arrangements in place

  5. Duty cost model built -  landed cost known before first sale

  6. Labelling compliance gap identified and remediation plan in place

  7. First shipment cleared without delay or query

  8. Ongoing framework to continue building the Canadian market

STRATEGIC IMPACT

Speed to market is a commercial advantage. Every week of delay in entering a new market is revenue foregone and competitive ground lost. But speed without compliance creates a different problem - one that compounds over time as incorrect processes become embedded, penalties accumulate and customer experience suffers.

This engagement demonstrated that these two objectives - speed and compliance - are not in conflict when the right expertise is applied from the start. The brand entered Canada with confidence, knowing every element of the regulatory framework had been addressed rather than deferred.

The framework established also provided the foundation for future market entry - US, EU and Australia expansion all benefited from the compliance infrastructure and approach developed for Canada.
